Ideally, in a few seconds, you would have pulled the tug away unless he pulled harder, thus earning a win. Usually, you would pull in an upward motion for this. From there he can swing it in front of the dog and get him to bite. The idea is to draw out the bite. Ideally you would not want the tug going at the dog directly.
