Mr Southorn said the council would consider whether the proposed dog breeding facility is permissible under the Local Environmental Plan, any development controls, the suitability of the site, likely environment, social and economic impacts and the public interest. Mr Vince said the motivation for the dog breeding facility was financial "and we have found that when money is the primary motivation the welfare of the animals becomes a secondary consideration". Mr Vince initiated a petition calling on Bathurst Regional Council to reject the development of a "puppy farm", which has received more than signatures. He said NSW law was "toothless" when it came to puppy farms. An RSPCA spokeswoman said the organisation supported stronger protections around animal welfare and tougher penalties. Mr Grima said the types of dogs people want — a decision influenced by the size of their yards and lifestyles — are sometimes not found in pounds or shelters. Tough laws in Victoria The proposal for a dog breeding facility follows changes to Victorian laws in December that restrict the number of fertile females that dog breeders can keep and permit pet shops to only sell dogs and cats sourced from shelters, pounds or enrolled foster carers. Debra Tranter, a spokeswoman for animal welfare group Oscar's Law, which campaigned for the new laws in Victoria, said NSW legislation was "weak and ambiguous". She also criticised the enforcement of the law in NSW: "In NSW puppy factories are self-regulated and that has and still does fail animals. She said a NSW parliamentary inquiry had concluded that banning pet shop sales would result in less scrutiny of the pet industry without any reasonable expectation of improved animal welfare outcomes — findings criticised by animal welfare groups. Restrictions Breeding Once your puppy is over 1 year old and has had her second season, she will be matched with a suitable boy and you will be required to take her to one of our partner vets for a pre-mating check and then also take her to Rockley Valley Park for mating usually days before she is ready to come back she will live with you for the next 7 weeks and will need to be back at Rockley Valley 10 days before her due date. She will stay with her puppies till they are 7 weeks old, where she will have a health check and be ready to be picked up again. The breed standard defines Miniature as 14 to 17" to the shoulder, and usually about 25 lbs. Micro Mini labradoodles Toy labradoodles are under 14" to the shoulder and usually about 15 to 20 lbs max. This is because a puppy in the litter can hit the mini size due to the fact that our Australian Labradoodle Moms are micro mini and the Australian Labradoodle Dad is a small mini. We refuse to use toy poodles. Therefore, the parents, grandparents and great grandparents of our puppies are Australian Labradoodles. We do not breed curly coated, so your micro mini puppy will look like a doodle, not a poodle. Please be careful, look at the parent dogs of any breeder and compare them to our parents. All puppies are cute, but looking at the adults will give you an idea of what your dog will look like as an adult. Our main concern with the breeding of Micro Mini labradoodles is to maintain the temperament, coat, health and conformation of their larger counterparts. Therefore, again we do NOT breed directly with toy poodles. Finally, with careful breeding, we do have one line that fits the description of toy labradoodles or micro mini labradoodles, generally considered under 20 lbs, our toy labradoodles average about 18 lbs. It has taken us 14 years to bring down the size and retain the soft fleece coat, wide body and same temperament.
