The City of Lawton said when someone violates the city's BAT -- or breeding, advertising, transfer -- permit regulations, they confiscate the pets and issue a fine. The city said the animals then become property of the city and the owners cannot get the animals back. People who have lost their pets to this code say it is flawed. Tuesday night, the Lawton City Council looked at rewriting the code, so the people could have their pets returned. Some pet owners just wish it would have come sooner. One couple confronted the city about how they fell victim to the flawed code. Lori and Dalas Anderson said the dogs were their property and they didn't know the permit was required. They are shocked that there is no provision that gives them a second chance. They tried to get reimbursed for the puppies taken.
