And that is really down to you, the puppy buyer. The outlook for the adult female dogs used to produce those puppies is even worse, so please spare a thought for them too. Buying a puppy from the wrong breeder just perpetuates bad breeding practices. The answer is to walk away and find someone that is breeding dogs responsibly. Your two week wait!
